Dans le cas d'interruption ou de dérangement des communications par le câble direct, la taxe sera la même que par ce câble et appartiendra en totalité à l'Administration française; dans le cas d'indication expresse de l'expéditeur, les dépêches seront taxées pour le parcours indiqué, suivant le tarif de la Compagnie.
ART. 4. Les dispositions de la convention en date de ce jour pour l'établissement du câble entre la Cochinchine et le Tonkin, relatives à la protection des câbles, aux droits de douanes, aux dépêches officielles, aux règlements de compte, aux conventions internationales, à l'irresponsabilité du Gouvernement, au service de la station de Hai-Phong, aux interruptions de service, au contrôle de l'Administration française, à la comptabilité, à la cession de la concession, à l'attribution de juridiction et aux frais de timbre et d'enregistrement, telles qu'elles sont établies par les Articles 4, 5, 11, 14, 15, 16, 17, 20, 24 et 26 s'appliqueront à la présente convention.
ART. 5. La présente concession aura une durée de Vingt années à l'expiration desquelles, si elle n'a pas été renouvelée, la Compagnie perdra le droit d'atterrissement au Tonkin. Il en serait de même dans le cas où la Compagnie viendrait à être déchue de la concession du câble entre la Cochinchine et le Tonkin.
ART. 6. Les dispositions contenues dans la présente convention ne seront valables qu'après approbation par les Chambres françaises du traité relatif à l'établissement du câble entre la Cochinchine et le Tonkin.
Fait à Paris, en double expédition, le vingt-neuf Novembre mil huit cent quatre-vingt-trois.

In case of interruption or disturbance of the communications by the direct cable, the charge shall be the same as by that cable and shall belong wholly to the French Government.
In case of express indication by the sender, the telegrams shall be charged, for the indicated transit, according to the Company's tariff.
ART. 4. The provisions of the Convention of this date for the establishment of the Cable between Cochin China and Tonquin, in reference to the protection of the Cables, to the Customs' Dues, to Official Despatches, to the settlement of Accounts, to International Telegraph Conventions, to the non-liability of the Government, to the service at the Station of Hai-Phong, to the interruptions of the Service, to the control by the French Administration, to the keeping of Accounts, to the transfer of the Concession, to Legal Proceedings (Jurisdiction), and to the costs of Stamp and Registration, such as they are established by Articles 4, 5, 11, 14, 15, 16, 17, 20, 24 and 26, shall apply to the present Convention.
ART. 5. The present Concession shall last for a period of twenty years, at the expiration of which time, if it is not renewed, the Company shall lose the right of landing at Tonquin. The same thing would occur should the Company forfeit the Concession for the Cable between Cochin China and Tonquin.
ART. 6. The provisions contained in the present Convention shall not be binding until after the approval by the French Chambers of the Convention relative to the establishment of the Cable between Cochin China and Tonquin.
